Pre-Development/Feasibility Phase:

Development/NEPA Phase:
1Q11 to 4Q12 |
>> Purpose: If the PDA phase deems the project as feasible, the Development Phase would encompass finalization of the work scope, completion of environmental documentation and obtaining permits.

Construction (Design, Build, Operations):
4Q12 to 4Q15 |
>> Purpose: Close financing, complete design, construct, and open the roadway to the public. Operate and maintain the roadway for the life of this phase.
