OverviewGwinnett County and Skanska signed a Pre-Development Agreement in September 2009 to analyze the feasibility of a Ronald Reagan Parkway (RRP) Extension from Pleasant Hill Road to I-85, specifically as a public-private partnership. The feasibility of a potential RRP Extension is being analyzed from technical, financial and public viewpoints to assess engineering, environmental, community, construction, cost, financial, operation, maintenance, and legal issues. The RRP feasibility study has determined that a direct connection to I-85 is complex and should account for conditions not contemplated in the original study scope. The ability to study this connectivity in more depth required an agreement between Gwinnett County and the Georgia Department of Transportation (GDOT) to enable information sharing and further analysis–at no additional cost to the County. In January 2011, the Gwinnett County Board of Commissioners approved the execution of two agreements, one with GDOT and one with Skanska, to allow for the further study of this connection and options for associated improvements to better manage traffic on I-85. Referred to as the "Interface Project," it will consider how best to optimize the RRP access point with full consideration of the existing interchange network and the GDOT High Occupancy Vehicle (HOV) to High Occupancy Toll (HOT) Conversion Project. ![]() |
